Parking & Transportation Capital Projects

Over the past seven years, the Parking & Transportation department has been advancing a strategy to improve both alternate transportation access to the Berkeley campus — via the Class Pass, Bear Pass, Pre-tax, New Directions and Bicycle programs — and parking development. Since P&T must generate all funds associated with parking operations and capital development, the implementation of increased parking rates has made possible the construction of new parking.

In spring 2004, the first new parking proposed in the capital plan for parking was opened at Lower Hearst Structure on the north side. Also in 2004, parking at Wellman Courtyard will open, and in 2005 construction on a thousand-space parking structure begins at the Underhill lot.

In addition, the campus Parking Replacement Policy provides guidelines for facility renewal and development when existing parking lots, structures, and other facilities are removed from the system for other uses.

The campus is committed to replacing parking spaces and parking-related facilities eliminated by capital development in order to maintain parking inventory, and has established the following principles associated with capital projects regarding parking and transportation facilities:

  • In support of its academic mission, the Berkeley campus recognizes that automobile access to the campus is a necessary transportation alternative for students, faculty, staff, visitors and alumni
  • Parking and transportation facilities are elements of the campus infrastructure and, like utilities, will be protected and maintained to ensure vehicular access to the campus

Wellman Courtyard

The Wellman Courtyard, bounded by Wellman, Giannini and Hilgard Halls and the MRI Trailer, is undergoing construction that will create a landscaped, multi-use parking court in the courtyard. The area will have 42 parking spaces, including 4 disabled spaces, 3 PP-CS spaces and a ‘loading only’ space.

Funds for this project came from replacement associated with the construction of the East Asian Library on the Haviland Parking Lot proposed for 2005.

Lower Hearst Parking Structure

This project, completed in Spring 2004, has created thirteen new disabled parking spaces on the north side, and added student and hourly paid spaces to better accommodate campus parking needs.

Funds for this construction came from parking rate increases, as part of an overall strategy to meet campus needs by deploying spaces in locations where financially and physically feasible.
