Parking and Transportation Capital Projects
Over the past seven years, Parking and Transportation has been pursuing a strategy to both promote parking development and to enhance alternate transportation access to the Berkeley campus (via the Class Pass, Bear Pass, Pre-tax, New Directions and Bicycle programs). Since Parking and Transportation is responsible for generating all the funds required for parking operations and capital development, the implementation of increased parking rates has enabled the construction of new parking facilities.
New parking lots - proposed in the capital plan for parking - were opened in 2004 at Lower Hearst Structure on the north side, and in 2005 at Wellman Courtyard. And in Fall 2007, a new thousand-space parking structure was opened at the Underhill lot.
In addition to new development, the Campus Parking Replacement Policy provides guidelines for facility renewal and development when existing parking lots, structures, and other facilities are removed from the system for other uses.
In order to maintain adequate parking inventory, the campus is committed to replacing parking spaces and parking-related facilities eliminated by capital development, and has established the following principles:
- In support of its academic mission, the Berkeley campus recognizes that automobile access to the campus is a necessary transportation alternative for students, faculty, staff, visitors and alumni
- Parking and transportation facilities are elements of the campus infrastructure and, like utilities, will be protected and maintained to ensure vehicular access to the campus
