Lower Hearst Structure Parking Expansion Complete

General Information

The Lower Hearst Expansion is now completed with only minor touch up details remaining none of which prevent parking utilization. The expansion includes the following:

  • Level - 1, "F" Permit Required - Thirteen new disabled parking spaces have been installed. The installation includes a disabled accessible wheelchair ramp and striped access ways to and from the disabled spaces and structure. UC disabled parking permit is required to park in these spaces. There will be no stack parking behind DP spaces.

  • Level - 2, Hourly Pay Parking - C, F and S permit parking has been relocated to the new level 4 of the structure, entrance located on level - 3. Level - 2 has been converted to hourly paid parking. Hourly rates are posted at the level - 2 entrance and at each pay station. A dispensing machine ticket showing expiration must be displayed face-up on vehicle dashboard. Pay stations do not accommodate Daily Parking permits. There will be no stack parking on this level.

  • Level - 3, "S" Permit Required - A ramp has been installed for vehicle access to the new level 4. Vehicle exit access from the north isle has been rerouted, the north pay station has been relocated to the west end of the lot, and stack parking will be reconfigured as a result of this installation. (After 10am "F" and "C" permits allowed)

  • Level - 4, C, F, and S Permit Required - Vehicle access ramp to this level is located on level - 3 at the north isle way, and is visible from the Level - 3 entrance. The ramp accommodates two-way traffic indicated by arrows and dividing line. There is no vehicle parking or pedestrian access on the ramp. Pedestrian stairway accesses and campus phones are located at southeast and northwest corners of the lot. Dispensing machines are located at the east stairwell entrance, and west of the ramp opening. Attendant stack parking will be provided.

Directional signs to exits and dispensing machines have been installed on all levels. Attendant (stack) parking will be provided Monday through Friday until 6pm on all levels except level - 2. There will be no change to daily permit holder dispensing machine rates. After hours (after 5 p.m. Mon-Fri) and on weekends, the public can park on all levels by paying hourly rates, and those holding "C" and "N" permits may park on Levels 1, 3, and 4.

FAQ's

Q. Why was new parking added to Lower Hearst and how was it funded?
A. Several years ago, the campus authorized increases in parking rates to build new parking for the campus. This project was originally intended for location underneath Seismic Replacement Building No. 1 at Oxford and Hearst, but costs were too great due to soil conditions. Lower Hearst was selected as the alternative site on the North side of campus.

Q. Why were Disabled Spaces added to Level 1?
A. 13 DP spaces were located on Level 1 as part of the ADA compliance triggered by renovation of the Lower Hearst Parking Structure, and because campus compliance has found the greatest shortfall in DP spaces to be on the North end of the campus. A Berkeley campus DP permit is required for use of these spaces.

Q. How do vehicles access the new parking on level 4?
A. After entering Level 3, follow the signs that lead to a ramp that will take you to the new permit parking on Level 4.

Q. Where are Emergency Phones located in the Lower Hearst Parking structure?
A. Emergency telephones are located on the East and West ends of the new level - 4, and on the East ends of all other levels. Pedestrian stairwells are located on the East and West ends of the structure.

Q. Where is Attendant Parking located now after construction?
A. Attendant parking is provided on all levels except Level - 2 until 6pm Monday through Friday.

Q. What are the permit designations on each of the levels?
A. Level 1: "F" and "C" permits
Level 2: Hourly Pay Parking at all times
Level 3: "S" permits ("F" and "C" after 10am)
Level 4: "C," "F," and "S" permits

Q. Is paid parking ever available on levels other than 2?
A. After 5 p.m., Monday through Friday, and on weekends, flat rate paid parking is available on Levels 1, 3 and 4. All U.C. affiliate parking permits are valid under regular night and weekend parking policy.

Q. Where can I find the cost of daily paid parking on Level -- 2, and after hours and on weekends on the other levels?
A. Signs are posted at the pay stations on each level and at the entrance to Level 2. You can also find the information on the Parking & Transportation Web Site (http://public-safety.berkeley.edu/p&t/) under "Public Parking." (Website under construction).
